It depends on the context. A goal, as in a destination of a train is indeed agency in time... but a goal in living systems those goals can and usually do obscure the non linear processes in play, and the 2nd and 3rd order responses. But if the goal is to love, or to tend in 2nd or 3rd order that is another sort of goal... i see very few of those. Nice when you see it though.
